Inclusive Civic Expression Lead

National position

Shaping a stronger Oxfam for people living in poverty
Job Purpose:

To develop and mobilize resources for the new programme on Inclusive Civic Expression of Oxfam Somalia /Somaliland with specific focus on the participation of women, youth and minorities.

Key Responsibilities and Accountabilities:

-Lead on the programme and project development in the field of Inclusive Civic Expression, defining a focus and approach that is cutting edge and is building on Oxfam’s added value in Somalia / Somaliland.
-Act as thought leader on inclusive citizenship in relevant debates in Oxfam Somalia / Somaliland and position Oxfam as a relevant player in this field.
-Create a deeper understanding on the aspiration and priorities of marginalized groups, as well as on effective approaches to raise their voice by leading research, participate in exchanges and collect evidence.
-Engage with relevant donors and mobilize resources for the programme.
-Build a network with relevant national and international organizations.
-Responsible for project management, delivery and budget management
-Act as gender / governance focal point in Oxfam.
-Supports lobby and advocacy of Oxfam and partners to promote an enabling environment for citizens to raise their voice.
-Ensure that participation of women and female leadership becomes a spearhead in the new programme.
-Identify and support innovations, new ideas and approaches to raise the voice of marginalized groups.

Technical Skills, Experience & Knowledge:

Skills:
-Strong analytical and conceptual thinking skills; able to understand complex issues and translate them into simple, workable projects and plans
-Capacity to facilitate discussions amongst different stakeholders on key governance issues relevant to Somalia/Somaliland
-Ability to support development of strong, credible relationships with international and local NGOs, government associations, business leaders and communities
-Excellent inter personal communication skills, in written and verbal English, with high impact influencing and persuasive skills. Able to use different approaches to achieve ownership and enthusiasm amongst project partners.
-Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through
-Ability to cultivate knowledge based relations with different stakeholders
-Ability to think strategically, work creatively, effectively and in an innovative manner
-Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and those of marginalised people in all aspects of Oxfam’s work in Somalia/Somaliland.

Essential
-Experience and excellent understanding on the issue of inclusive governance, women’s (political) participation or youth active citizenship or other related area.
-Strong capacity to develop programmes and project proposals together with relevant stakeholders
-Knowledge on the sector and skills to take a leadership position in the debate.
-Capacity to build networks and engage people and organizations.
-Capacity to generate enthusiasm and convince people about new ideas and approaches.
-Proven capacity to raise funds from institutional and non-traditional donors.
-Good knowledge lobby, advocacy and communication strategies
-Entrepreneurial and capacity to work independently on the development of the programme and meet expected results.
-Self-motivated and able to lead the programme, engage others and create ownership.
-Good understanding of the decision making in Somali social and political systems.
-At least 3-5 years experience working on governance, citizen participation and women empowerment.
-Excellent writing skills.
